Background
In an era where international instability and hybrid threats have become the new normal, we face a pressing question: How resilient is our society? While traditional security concepts often stop at protecting territory and infrastructure, a nation’s true strength begins with the resilience of its population. This is where population medicine comes into play.
As the scientific-medical society for public health and population medicine, we address the central question defining our identity: What can we achieve that other actors cannot? Our answer is combining scientific evidence with the targeted strengthening of each individual’s self-efficacy and health literacy. In this perception health security in as an active line of societal defense.
Our annual scientific symposium serves as a platform to define the mandate of population medicine and its actors. We look beyond national borders and learn from colleagues in the Ukraine and Israel where medical approaches operate under pressure on a daily basis. We analyze the evidence of how crisis management in Israel is turned into daily practice and how the ability to „switch gears“ is cultivated; how administration and civil protection in Ukraine remain stable during existential crises; how the „whole-of-society“ principle in Scandinavia strengthens general health literacy; and what creates a resilient foundation for the future. We contrast experiences and evdience with the context in Germany. Yet, we aim to go beyond mere presentations. Our goal is to transfer knowledge into the practical application of population medicine within municipalities and public health authorities, and to explore what „systemic relevance“ means health and medicine.
